ENERGY EFFICIENCY CERTIFICATE

MANDATORY ENERGY EFFICIENCY CERTIFICATE FOR PROPERTIES RENTED OUT OR SOLD AS  FROM 1st JUNE, 2013. 

The obligation to show to any person wishing to rent or buy a building or dwelling the document called “ENERGY EFFICIENCY CERTIFICATE” will come into force on 1st June 2013. In the event that the lease or conveyance of the building is finally executed, then such a certificate will need to be submitted.

It is thus envisaged in Royal Decree 2305/2013 whereby the provisions of the European Directive 2010/31EU are implemented, so there are equivalent obligations across all of the European Union.

This certificate will include objective information on the energy efficiency of a building and reference values such as minimum energy efficiency requirements in order for the owners or renters of a building or a unit to ascertain and assess its energy efficiency.

This obligation affects new buildings but also old buildings, the renters or sellers whether entrepreneurs or private individuals, and it is intended for renters and buyers, whether or not they are consumers and regardless of whether it relates to dwellings or other kind of buildings.

Such a certificate will be issued by professionals previously authorised for such purpose as per the provisions of the Ministerial Order.
